Instructions for registration of an unmanned aircraft

On 27 September 2019, the Rules for accounting for unmanned civil aircraft with a maximum take-off weight of between 0.25 and 30 kilograms came into force.
By 1 November, all owners of unmanned aircraft must register them. Failure to do so will result in a fine of up to 2,500 roubles.

We tell you in detail how to put the BIA on the books:

1. make an application

If you have multiple NBCs of the same type, write one application, listing all serial numbers separated by commas. If you have multiple NBCs of different types, write a separate application for each NBC. Application Form.

2. Take a photo

The application must be accompanied by colour photographs of the BIA on a light monochrome background. The UAV must occupy at least 70% of the total size of the photo. The photographs must show all elements of the unmanned craft structure. Full requirements for photos can be found in recommendations Rosaviatsia 

3. Send a statement

Earlier it was reported that it would be possible to register UAVs on the unmanned aircraft registration portal and on the Gosuslugi website. At the moment there is no such possibility. Therefore, the application and photographs must be sent only by registered mail with a registered letter with notification and an inventory of attachments.

Another option is to take the application to the Rosaviatsia expedition, which is located in the Rosaviatsia building. The envelope should be marked "BVS accounting".

4. Obtain an on-board number 

10 working days after the letter is delivered, Rosaviatsia will issue you a flight number. The notification will come to your e-mail address and regular postal address.

5. Stick the number on the BVS

The obtained number should be glued or drawn in a conspicuous place on the BVS body. If the BVS weighs less than 1.5 kg, the number should be on three elements, if heavier than 1.5 kg - on five elements. On aircraft-type BAFs, the numbers are glued on the upper and lower surfaces of the wing, on the side surfaces of the fuselage, on the upper and lower surfaces of the stabiliser, and on the keel. On helicopter-type UAVs, the stickers may be on engine mounting beams, fairings or other cowling elements. The number shall stand out on the UAV and be contrasting. If the number is applied with paint, the paint should be water resistant, if a sticker, it should be durable. Smaller parts can be engraved. The number must be written in a font without italics and serifs, at least 5 mm in size. Read more about the requirements for numbering on the BIA.

6. Inform about all changes that happen to your BACIf something happens to a registered BAC (e.g., the owner changes), it must be reported to Rosaviatsia. All statements can be found at Rosaviatsia website.
